A website is considered to be using "excessive amounts of resources" when it monopolizes the resources available using 1% or more of system resources for longer than 60 seconds.

In general, we're trying to protect our other users on the same server, and if there's a slowdown and the server becomes even remotely "sluggish", we will investigate.
